Though Piltover might be regarded as the epitome of all things technological in Runeterra, that's as far as what people recognize. Nobody assumes that there might be an even greater place that excels in machines and the likes. Frankly, none are to blame, because there is no indication that there is a nation that's even greater than Piltover, at least when it comes to technology. However, this realization might change very soon, as a peculiar someone might expose a certain truth, whether they intend to or not. Because recently, the authorities were able to confiscate unfamiliar technology from various criminals; weapons that did not seem Piltovan in design, or any other known Runeterran establishment for that matter. Though at first they could not find the source of where these criminals get these weapons from, after several interrogations, they were able to extract two essential pieces of information. One, the location at which these weapons are acquired, and two, that the person dealing them, identifying solely by the alias "Lokan", doesn't seem to belong to any known place in Runeterra, though he is human, but not of extraterrestrial origin. With everything at hand, the SWAT team of the Wardens made haste to the hiding place of this "Lokan". Breaking down the door, what they found was a room filled with unfamiliar technology, machines of design completely foreign to whatever is known about Runeterra. And in the middle of it all sat a man on a chair. A man wearing unfamiliar attire not recognized by any culture of Runeterra, much like the weapons he equips. He stands up calmly, and as the SWAT team are about to apprehend him, they are shot in the back. But by whom? Their identities must not be revealed, but the suits that they wear might imply that they come from the same place as Lokan, who is now confronted by them. "You're making a mistake." Lokan told them. "Imagine what Baltinere can accomplish." Clearly, the two parties are all too familiar with one another. "We cannot compromise our safety for international relationships." The leader of the team said. "Especially not with a world that glorifies violence." And with the realization that they're at a disagreement, Lokan presses the button on the trigger that was in his hand all along, something that the team could not have seen. An explosion commences and the ceiling collapses. Sometime later, amidst the rubble, the team rises from beyond the debris, seemingly unscathed. Lokan is nowhere to be seen, still at large. Though there pursuit continues, they cannot wave away the eerie feeling of concern, that their secret will be revealed to Runeterra. Who are these people? Where did they come from? So many questions that they hope will never have an answer to. And they will act to assure that it will stay that way. But that soon might change, and unless they catch this rogue, identifying himself solely as "Lokan", they cannot rest. But if this secret does leak out, maybe, just maybe, it will represent a new era for the world in which they live in.

Appearance:

As the lore implies, Lokan comes from a region in Runeterra that none of the existing cultures are familiar with. First off, he's an illegal arms dealer, so he should look as such, probably also wearing black clothing to represent his shady disposition. Second, his appearance gives off the implication that he comes from a culture that even more technologically advanced than Piltover, whereas the latter is more steampunk-ish in design, the culture that Lokan represents is more modern-day sci-fi-esque. He is also equipped with futuristic-looking technology, specifically weapons. Oh yeah, and he has a robotic left eye.
