Greedy, cutthroat, unhinged. Those are the words used by anyone in Bilgewater when you ask them about Mathias Grimsaw, Captain of the Verdict. Standing among the most prolific fishermen, this man will stop at nothing to keep his place at the top. Even if it means eliminating any potential competition, as he did with one notable harpooner. However, even with the success and the gold that came with it, Grimsaw could never get over the fact that for a long time he has been the number 2 of the Slaughter Docks, second only to an enigmatic figure known as the Broken Jaw. Some say that it's actually a woman; others say that it's five different people. Whatever the truth may be, had the number 1 actually revealed its true identity, they would mark themselves for execution by all the competitors beneath them. And although it's an open secret that Grimsaw enjoys tossing bodies into the water, none have managed to reveal the blood on his hands, when it isn't stained with the guts of fish. Alas, the Broken Jaw continues to avoid Grimsaw's dead list. But elimination isn't the only way to reach the top, nor is it the only way to maintain one's position. Of course, if it hadn't been for his skills and tenacity, Grimsaw would've never reached the top to begin with. But there is one thing that could bring him to the number 1 spot; the one thing that could be the catalyst to become the king of the Slaughter Docks. A leviathan far away from Bilgewater to the east; long as a row of six frigates; known only as the Sinker of Colossi. This was the one shot that Grimsaw had to claim the non-existent crown of the Slaughter Docks. Resources at hand and crew together, they sailed off to slay the legendary beast. Days became weeks, and as they continue to feel the motion of the waves from underneath wooden board of the Verdict, there he was! Humongous beyond proportion; a head shaped like a spear covered in a bony carapace; countless rows of eyes ranging in size from the shiniest pearl to the blackest of cannonball; scores of teeth and fangs that could decorate all of Bilgewater with knives and swords. No time was to waste, as everyone pulled themselves together and attacked the beast. Harpoons, cannonballs; whatever there was that could bring the beast down. However, with low morale and almost no resources after weeks in sea, the captain realized why they call the beast the Sinker of Colossi. No man was able to slay the leviathan to date, so why would Grimsaw be any different? Far away from civilization, it would require great resources and spirit just to get to its domain, and not even the ferocity that is Grimsaw's crew were up to task. And as the futile battle continued, man after man slowly drowned in the water and the verdict was slowly falling apart. But the captain refused to concede. With one last spark of hope, Grimsaw grabbed a harpoon next to him and jumped on the beast. He stabbed him over and over and over, gouging out as many eyes as he could. However, not much is to be expected from a man against a monster, even if that man is a beast among men. The next thing that Grimsaw realizes is that he is on a beach. How did he get there? What happened? But most importantly, did he slay the beast? None of the answers to these questions exist. However, one thing is for sure: Grimsaw is missing his left arm. The left portion of his body has been marked by a scar that only the jaws of a shark can make. But that was no shark; it was the beast! And he left 10 fangs embedded in his flesh. And as Grimsaw stood up, he witnessed something incredible in front him: a swarm of Wharf Mice! No… a legion! Scores of Wharf Mice standing in front of him, probably in the hundreds of thousands. They could overwhelm him and have a delightful dinner. Yet they stand there, staring, aweing. And then he realized, they are bowing to the one who fought the Sinker of Colossi… and lived. Something that no man has achieved before. Now, with a legion of Wharf Mice at his command, Grimsaw has but one goal: Finish the score!

Appearance:

Grimsaw is a middle aged Bilgewatian man with gray hair, receding hairline and short white beard. He has a built figure worthy of a pirate and his cloth are torn apart, leaving only his brown pants intact (he's barefoot too). His skin has turned light blue to it absorbing all the salt water during the time he spent drowned at sea. His left arm is amputated slightly below the shoulder. He has a nasty scar akin to a large shark bite on the left portion of his body, starting at his jaw and ending at the waist. On the scar are 10 of the Sinker's fangs embedded in his body, which he uses as his weapons.

Wharf Mice look exactly like Wharf Rats, except smaller. This is based on the perception that mice are basically just small rats or, alternatively, rats are just big mice. Even though that's far from the truth.

Abilities

The Leviathan's Memento
P

Grimsaw relies on an ammo system with his basic attacks and has a maximum of 10 ammo at all times. Basic attacks against enemies embed Fangs in them. Enemies that have 3 Fangs embedded in them will bleed for 70 (+10 every level) (+175% bonus AD) physical damage every 1 second over 4 seconds, stacking up to 2 times and leaving a blood trail for 8 seconds. After the 5 seconds of being embedded, the Fangs will drop at the target's location, which Grimsaw can walk up to and pick up. Upon leaving combat (out of combat), Wharf Mice will erupt from the ground at the Fangs dropped location and subsequently bring them to Grimsaw at quadruple his movement speed. If Grimsaw has no ammo, then he cannot perform basic attacks.

Notes: Grimsaw's ammo counter, much like Jhin's and Graves', is represented by 10 pearl-colored triangles, which are meant to vaguely look like shark teeth, under his health bar. Similarly, the number of Fangs embedded in an enemy is represented by a stylized number besides their character unit, similar to Twitch's passive.

Grimsaw sends out a Wharf Mouse in a target direction, dealing 80/100/120/140/160 (+100/125/150/175/200% bonus AD) physical damage to the first enemy hit. If the Wharf Mouse comes into contact with a trail of blood, then it will home in on the bleeding target. Upon hitting the target and if they have any embedded Fangs, the Wharf Mouse will collect them and return them to Grimsaw. The damage is increased by 10% per embedded Fang, up to a maximum of 5 stacks.

Notes: The Wharf Mouse will still home in on the target even if the blood trail ends before it reaches the target. However, it will only do so if it caught the target's blood while it was still bleeding. If it came into contact with the trail after the target stopped bleeding, then the "homing in" won't commence.

Underwater Eruption

Grimsaw summons Wharf Mice to erupt from the water at an area, dealing 80/130/180/230/280 (+75% AP) magic damage all enemies and knocking them up for 0.45 second. The Wharf Mice will retrieve any Fang it comes into contact with. If Grimsaw has no Fang and this ability is on cooldown, then the cooldown is reset. However, the damage is reduced by 50%. The damage reduction is reduced by 0.5% for every 1% critical strike chance

Notes: the ability is visually represented by an explosion of water despite happening on soil, similar to Pyke's ultimate.

Grimsaw tosses 3 Fangs in a target direction, dealing 50/90/130/170/210 (+90% AD) physical damage to the first enemy hit, slowing them by 45% for 1.25 second, and embedding 3 Fangs in them.

Notes: The Fangs hit all at once, and not one after the other.

Grimsaw will expend 3 Fangs regardless of whether he hits a target or not.

Grimsaw summons a swarm of Wharf Mice in a line, dealing 70/100/130 (+11% AD) physical damage every 0.5 second to any enemy that comes within the area. The damage over time lingers for 3 seconds after leaving the area (visually represented by a swarm of Wharf Mice around the target). The Wharf Mice will cover any area with a blood trail on it that comes into contact with the initial swarm.

Notes: This ability is a vector cast, similar to Rumble's ultimate.

 

Miscellaneous Notes

Grimsaw was not meant to plagiarize Nautilus and Pyke, since they're all drowned ones, but rather tie-in to them. The developers admitted that Pyke and Nautilus share similarities in their lore, even though the two are not directly related. However, the fact that Both Nautilus and Pyke have been affected by magical underwater entities that have not been fully explained yet suggest that there is a culture to the whole drowned one concept. I wanted to capitalize on this with Grimsaw, hoping to further explain what the hell goes on below Bilgewater. There's clearly something there that's turning people into drowned ones.
